Temp will not matter if you intend to cycle your tank, you heater will heat it up before it is ready for fish. . I keep my tanks between 80 and 82.

when doing water changes you should try to have the water same as the tanks

if you have fish going in the tank when you first start it temp will matter, I would imagine that cycle would be faster for higher temps, I know most bacteria multiplies faster at higher temps

I keep my tanks at 80, but when they were smaller it was at 84, now they are big and I cant have them that hyper

80-82.

When doing your water changes, try your best to have it the same as your tank is.

for the temperature as long as it closly the same or if it is higher by a lager portion as long as it is not too hot then it will still be ok. Just dont add freezing cold water, that is a big NO. try to match up the pH as well if you can, but thats a whole nother topic
