I'm going to make a spray bar out of 3/4" pvc for my water return and I'm wondering if putting it on the side of the tank instead of along the length will work? i'm thinking this will create a bit of a current. thanks for any advice!

make sure to only make holes on the side water will spray from, if you put them towards a wall of the tank or lid, it could very well spray out of the tank and make a mess

area for a hole is pi * radius ^2 so divide one inch by that number and you will get the number of holes you need at that size

Nate is right. You will have better current by just having one outlet. And yes it is safe to use the pvc cement. I would try to to over do it though.
