28g is a little small for a 5" ternetzi. What's the dimensions of your tank and how long have you had him?

Put a powerhead in your tank to provide current for him to swim in, it might help.

Since it's a 28g, get the smallest one available and make sure you've a dead spot or 2 for him to rest.

Another idea is to put some danios in your tank for him to chase around.
