It could be fungus, injury or something else, its hard to know without seeing it. You could try a product called Melafix (in the proper doasge according to the lable), it seems to work well for many things.

Has the eye been injured or shown signs of injuries? If not, majority of the problem would be your water conditions. Do a water change and monitor your water perimeters.
