all depends on the size tank. i got a rio 2100 in a 125 and its alittle too much for my exos, that rio puts out close to 700 gph. the best thing to encourage growth is a healty diet, feed them 2-3 times a day and the will grow pretty quickly
I'd take out the powerhead: in the wild, tetra's usually live in shallow pools and small creeks, not in foaming rapids or fast-flowing rivers.
Instead of a powerhead to promote growth, you might consider mimicking the water chemistry of their wild habitat as closely as possible - just a little bit of current (what the filter provides should be enough), lots of plants and decor, and slightly acidic, soft water (which can be achieved by adding Black Water Extract or filtering over peat). They require such conditions to breed, so if those requrements are met, you know the fish are kept under ideal conditions - even if the don't breed...
