Never put blocks in the front. Although I've used them I do not recomend them for the rear. Does you truck have leaf packs or coil springs? Is the front axle straight or IFS?
You can build your own leaf packs or alot of places will build them for you and then buy every thing else you need.
I did a coil conversion on my jeep a few years ago and the last few months me and my brother have been modifying bigger axles for the front and rear. For now we are putting an SJ AMC Corprate 20 rear and Sj Dana 44 front. As soon as I can get a nice Dana 300 Transfer case were gonna go fullsize Dana 60 rear with a fullsize Chevy Dana 44 front with 4.56 R&P.

Welding them down is safer but a 3.5" suspension lift with 2"blocks is not going to be as good as a 3.5" suspension lift with out the block. If its just for looks then go ahead but secure them in by welding them or you can spit them out the back if your not carefull. Make sure the blocks are steel and not aluminum if your gonna weld them in. Welding blocks to the front is pretty much like doing a spring over, it can throw your steering off and may even dvelop wheel hop. besides unless you have front leaf springs you can't use blocks. You can probably adjust the front torsion bars a few inches at the most and ad blocks to the rear.

I will be tearing out the front end and putting the D44 with leafs...i want lots of flex, and some nice lift...i guess i should get a custom spring pack instead?

Oh yeah do that, you'll be much happier with a straight axle up front. get some custom spring packs made.

For lotsa flex in the rear we're gonna make my brothers scout 2 rear end 1/4 elliptical like this: http://www.jeepaholics.com/tech/quarterellip/

the 3/4 elliptical is also cool mod: http://www.jeeptech.com/susp/elliptical.html
