I think the best would be to have the lights on during the day, and off at night. 12/12 seems to work for me. My piranha is more active when the lights are on, and pretty much chills when the light goes off at night.

If its not planted I wouldn't leave them on quite so long. Algae blooms can be a bit of a nightmare to clean when they start up. Regular water changes will help to keep the Phosphates down and you should be ok. I only keep mine on for about 8 hours a day.
