Blue green algae is actually a nitrogen fixing bacteria and is a common indicator that you don't have enough nitrogen in your tank as far as planted tanks go. If you're doing live plants you actually don't want 0 nitrates, because your plants need something to feed off of.

At any rate, the most effective way of killing blue green algae is with a 200mg per 10 gallon treatment of erythromycin phosphate.
