Thinking about turning a 29 gallon into a mini greenhouse. Would the nice bright lights that help aquatic plants grow good do the same for normal plants?

yes. The bulbs still produce faux sunlight and all plants will benifit from that. I have my own little "Green" house with some daylight bulbs.

I am in the process of setting up a dart frog tank and will be using the same lighitng as what I have on my planted tanks on that. All plants appreciate some nice lighting on them and it helps increase their growth tremendously.

In my experience, (I was growing aquatic plants emerged)
I found that a vivarium grows best with a tight seal, with 10-15 mins with the lid partially open a day--for lots of humidity.
R/O water, with plant fert in a spritzer bottle, sprayed on the leaves every day.
I had about 4-5" of water at the bottom with a powerhead, and a heater.
Plants did awesome
