That is Chris Farley, he was on Saturday Night Live, and did a couple movies. He died a couple years ago, I think his death invovled drugs, but I don't remember for sure. The van down the river reference was a line from one of his characters from Saturday Night Live, if you have never seen it, you wouldn't get it.
