Would a small blacklight be ok or a good idea as a "moonlight" bulb to come on at night?Or is it better for them to just be in dark? Maybe if the light wasnt directly up to the tank and just set somewhere in the room...?

1st Blacklight does not penetrate water well at all.
2nd long exposure to UV rays is not good for your fish.
Blue is best for night viewing.

I tried blacklight on my 75g's didnt work worth a hoot. Although a blue neon from your local autoparts store wired to a cell phone charger does the trick rather well
plus if you get one small enough if hides behind or even in your light hood..
