GTPs are cool, but have some very specific care requirements that are easy to mess up if you're inexperienced.
If you want something that looks nice and stays small(er) look into the various Amazon Tree Boa morphs. They're nice snakes, don't get too big, etc. And they'll most likely be cheaper. Not to mention there's more room for error (not that you should plan to make mistakes, heh) in their care requirements.
Still. Any arboreal snake is going to be a lot more work than a garter snake. A lot of people would tell you to try taking care of something more simple, first. However I think that if you do enough research into the snake you can probably handle it just fine.
